ABOUT REFAH PAYMENT SYSTEM

Pioneering Electronic Payments Across Afghanistan

Refah Payment System (RPS) is the first of its kind in providing electronic payment services in Afghanistan, entering the financial market in 2021 with authorization from Da Afghanistan Bank (DAB). RPS expands access to financial and banking services in remote areas through agency banking on behalf of local banks. It also delivers electronic payment solutions to businesses across the country, including restaurants, retail shops, hospitals, petrol stations, and other merchants. Through its POS network, RPS provides six core services: balance inquiry, electronic purchases, bill payments, cash withdrawal (Cash-Out), cash deposit (Cash-In), and card-to-card fund transfers. Its bill-payment services enable companies and individuals to pay applicable taxes, electricity bills, mobile bills, and other available bills through RPS POS terminals. RPS has also completed system-to-system integration with the Afghanistan Payment System (APS), enabling its POS terminals to accept domestic AfPay cards issued by private and government commercial banks. Through these services and partnerships, RPS is committed to expanding financial inclusion, improving access to electronic payments, and supporting Afghanistan’s progress toward e-governance in the financial sector.

Values

The Principles That Guide Us

  • 01

    Accountability

We believe every transaction should be recorded and traceable. Clear transaction records support accurate financial reporting, account reconciliation, and accountability.

  • 02

    Accessibility

We connect people and businesses to financial services through banks, payment cards, POS terminals, and agency banking, helping make electronic payments accessible across Afghanistan.

  • 03

    Reliability

We strive to provide dependable payment services through appropriate verification, transaction monitoring, and clear payment status, helping institutions and customers track their transactions with confidence.

  • 04

    Responsible Management

We value responsible account management, appropriate authorization, and clear operating controls to protect customers, support institutions, and promote the responsible handling of funds.

How we operate

How we operate

“We measure a payment by whether it can be followed — from approval, to the person, to the books.”
  1. 01

    Confirm, then credit

Balance does not appear until inbound money is accepted. Cash does not leave until the holder is matched to the wallet.

  2. 02

    Rules travel with the funds

Earmarked payments can be limited to the merchants and amounts they were issued for. The card is not a blank cheque.

  3. 03

Exceptions are a queue, not a rumour

Failed, unclaimed, or mismatched payouts surface as work — so a run can be closed instead of written off.

  4. 04

    Access is earned

RPS logins are created after staff review. That is slower than a signup form, and it is the right speed for public money.
